I may summarize very
briefly what I have said in Korean for the non- Korean participants in English.
We have come to Pudong to learn
from the China¡¯s outstanding experience of developing logistic center in Pudong
as well as other areas in China. We are deeply impressed by the remarkable
economic transformation in Pudong area achieved in such a short period of time,
particularly rapid expansion of its logistic role in Northeast Asia. Korea,
situated geographically in the center of Northeast Asia, is expected to meet
growing demand for logistic services arising from the rapid increase in foreign
trade not only between Korea and China but also between China and the rest of
the world. Korea, therefore, has
been making a great effort to upgrade the functions of the three major logistic
centers, Pusan, and Kwangyang and Incheon. In this interest Korean government
designated a few years ago the three logistic hubs as Free Economic Zones,
presumably taking after the special economic district in China, The Free Economic
Zone is intended to attract foreign investment by means of providing necessary
infrastructures, offering various tax incentives., minimizing red tapes, and introducing
other supportive measures. However, observers at home and abroad are of the
general opinion that the actual set up and performance of the Korea¡¯s free
economic zones fell short of their expectation, mainly because of the various
political and social obstacles as well as limited leadership of the government.
In this light a group of peoples from academics, mass media, government, Korean
companies residing in Pudon have got together here today to evaluate the actual
performance thus far of the Free Economic Zones, and discuss ways and means of
improving its functions with a particular reference to Pudong example. We are hoping that this meeting will
shied much light on the major problems facing Korean logistic centers and also
serve to identify areas and ways of cooperation between Pudong and its
counterpart in Korea for mutual benefit. I am hoping that this meeting will be
successful and rewarding. to every participant present here this morning.
